New Restrictive Interventions Statutory Guidance Issued
The guidance, issued by the Department for Education, sets out clearer expectations on when and how physical restraint, seclusion, and other restrictive practices may be used, with a stronger emphasis on prevention, de-escalation, and safeguarding pupils’ rights.
It follows concerns raised by inspectors and sector bodies about inconsistent practice and the need for greater transparency in recording and reporting incidents involving restraint. Schools are encouraged to ensure staff receive appropriate training, risk assessments are updated, and that interventions are used only as a last resort where there is immediate risk of harm.
Under the guidance, schools must also strengthen communication with parents and carers, ensuring they are informed promptly when restrictive interventions are used, alongside clear explanations of context and safeguarding measures. The guidance aims to reduce reliance on restraint over time and promote inclusive approaches that support pupils with additional needs.
Education leaders have welcomed the clarity but say implementation will require ongoing investment in staff development and specialist support, particularly in mainstream schools where demand for behaviour support is increasing. The Department for Education has stated it will monitor compliance and work with local authorities to ensure consistent application across England, reinforcing its commitment to safe, inclusive learning environments for all pupils. The weeks ahead will focus on training rollout and updated school policies. Further guidance materials are expected to be published this term by DfE.
