DfE launches consultation on new Level 1 English and maths qualifications for post-16 learners
The proposed qualifications aim to support learners who achieved grade 2 or below at GCSE, helping them build secure foundations before progressing to a full GCSE course. The policy also includes young people aged 19–25 with an Education, Health and Care Plan (EHCP) studying on a programme.
Key areas under consultation include:
- Target cohort – focusing on learners who need structured support to progress towards GCSE grade 4 or above
- Qualification structure – including whether a modular approach could improve engagement and motivation
- Content design – aligning with GCSE subject content and potential future reforms
- Assessment and grading – proposals to recognise attainment broadly equivalent to GCSE grade 3, alongside lower levels and partial achievement
The proposals form part of wider reforms set out in the Post-16 Education and Skills Strategy White Paper and informed by the national Curriculum and Assessment Review. The consultation is open to a wide audience, including schools, colleges, training providers, awarding organisations, employers, and organisations representing learners with special educational needs and disabilities.
The DfE has indicated that further consultation stages will follow, including detailed subject content and regulatory requirements. Final outcomes, and the government response, are expected later in 2026.
Education professionals are encouraged to contribute their views to shape the design and delivery of these new qualifications with the consultation closing on 2nd June 2026.
