nasen in collaboration with UNICEF Romania, recently developed an Inclusive Education Toolkit for teachers in mainstream schools.

This toolkit, based on feedback from teachers Romanian schools, offers practical guidance and strategies to create inclusive classrooms. It emphasises collaboration with parents, families, and external agencies, supporting the unique needs of every learner.

Last year, we marked the commencement of a remarkable project, initiated by visits to schools and nurseries in Brasov and Bacau, Romania, by nasen associates Professor Philip Garner and Professor Anca Nedelcu. This expedition served as an initial step toward achieving a significant goal: creating and trialling innovative tools to foster collaboration between teachers and parents. This collaborative effort is part of the "Romania for Every Child" project, designed to enhance the integration and support of students with special educational needs (SEN) within mainstream educational settings.

Building on this foundation, in an era where education continually evolves to accommodate diversity and inclusivity, a prominent initiative has emerged for children with Special Educational Needs and Disabilities (SEND) in Romania. This groundbreaking project, a synergistic effort between nasen (National Association for Special Educational Needs) and UNICEF, is poised to further equip teachers in mainstream schools with the tools and knowledge necessary to create more inclusive learning environments, underpinning the ongoing efforts to adapt educational practices to the needs of all students.

Developed with acute sensitivity to the Romanian educational landscape, the toolkit is not merely a set of guidelines but a companion for teachers. It encourages educators to embark on a reflective journey, adapting the insights and strategies it offers to create an environment where every student can thrive. The essence of this toolkit lies in its commitment to inclusivity as a core educational philosophy—valuing and respecting every learner's strengths and potential.

The conception of this toolkit was driven by a comprehensive analysis of feedback from teachers and those involved in managing SEN provision in schools. It reflects a deep understanding that effective education for children with SEND requires a collaborative effort. Hence, the toolkit emphasises the importance of within-school collaboration and fostering stronger connections with parents, families, and external agencies.

Central to the toolkit are practical materials designed to empower teachers to promote greater inclusion within schools. These include:

  • Brief references to the latest theories on school inclusion for children with SEND.
  • Guidance on teaching practices and creating an inclusive classroom environment inspired by promising international practices.
  • A curated list of innovative tools for supporting the inclusion of children with SEND in mainstream classrooms.
  • A dedicated module on working collaboratively with parents and families of children with SEND.

What sets this toolkit apart is its foundation on specific data gathered and analysed from the local level, ensuring its relevance and applicability to the unique challenges and opportunities within Romanian classrooms. The dissemination of the toolkit is supported by a comprehensive engagement strategy, including a webinar and two face-to-face workshops. These sessions helped foster a community of practice around the toolkit's implementation.

The toolkit draws inspiration from the latest research, global best practices, and the rich tapestry of local experiences of educators and students in Romania. 
This initiative has been expertly guided by Professor Philip Garner and Professor Anca Nedelcu, alongside a consortium of passionate stakeholders from the Romanian school system, UNICEF, and nasen. Their collective expertise and dedication have been instrumental in crafting a resource that is both practical and transformative.

As the educational landscape in Romania and beyond continues to recognise the imperative of inclusivity, this toolkit offers a timely and necessary resource for educators. It embodies the understanding that education should be a transformative journey for each student, tailored to their individual background, abilities, and challenges. But this resource won't only be practical for Romanian teachers; it can also inspire teachers all over the globe and serve as a testament to the collaborative journey of inclusive education.
